Road Patrol units are dispatched by their Shift, County Area and Patrol Zone.
Examples: 1101 - 1 = Day Shift          2204 -  2 = Evening Shift
                 1 = North County               2 = South County
                01 = Patrol Zone 1             04 = Patrol Zone 4

ALERT 4  Hijacking, bomb threats or hazmat problems.
