This module is pure perl. No porting effort is required  :) .

The module might not be in your favourite PPM repository, but you should
be able to get it off CPAN, and install (subject to dependencies).

Follow the normal CPAN drill: 

Download xxx.tar.gz
use Winzip to extract
cd to directory
perl Makefile.PL
nmake
nmake test
nmake install

nmake, which comes as part of the MVC distribution, but you can get it
from Microsoft's download site:

http://download.microsoft.com/download/vc15/Patch/1.52/W95/EN-US/Nmake15.exe
